The top of page 25 of the programming specifications, states that, “the client must have at least 365 days in the latest stay to be included in this measure.” Therefore, clients that are in older reports, i.e., FY 2016 have had more time to reach this threshold than clients in the FY 2017 reports, For example, if someone entered on 9/15/2017 and is still there then he/she won’t meet the criteria. On the other hand, if someone entered on 9/15/2016 and left on 10/1/2017 then he or she would be included in the report.
