Q20b: Benefit at Latest Annual Assessment for Stayers includes all stayers, even those who have not been in the project long enough to have an assessment. Specifically, page  47 of the APR programming specifications state that “Stayers that have not been in the project long enough to receive an Annual Assessment should be reported in row 5.”
