  • IMPROVEMENTS:
    • The First Time Homelessness tab parses out first time homelessness by two groups: ES, SH, and TH and ES, SH, TH, and PH (as is done by HUD in SPM specifications 5.1 and 5.2).
    • The Length of Stay tab allows only project types ES and SH to be included in the calculation of length of stay, regardless of user filter choice.
  • FIX:
    • The project filter was appropriately linked to entries for first-time homelessness. Previously, it had been linked only to project enrollment.

    • Unaccompanied Youth filter follows 2020 HMIS Standard Reporting Terminology Glossary, the definition of “Youth”  = any client age >= 12 and <= 24 provided that not one household member is above that age range. If so, exclude the entire household including the person age >= 12 and <= 24.”

  • FIX:
    • Logic change for inflow-outflow calculation: active day 1 + new enrollment –  exits = active on last day
    • Using Active Enrollments to calculate inflow-outflow:
      • [distinct client IDs active on day 1] + [(distinct client IDs active during time period) – (distinct client IDs active on day 1)] – [(distinct client IDs active during time period) – (distinct client IDs active on last day)] = [distinct client IDs active on last day]. 
    • Household logic:
      • Each household is required to have one and only one head of household. Instead of using household ID (as in V4), distinct count of ClientIDs where RelationshipToHoH = 1. This means that individuals with multiple enrollments as the head of household will only be counted once.

      • This logic implies that for the household metrics destinations, prior residences, housing move-ins, returns to homelessness, and income metrics, the metric is based on the head of household only. Similarly, when filtering by demographics households will be filtered by heads of household fitting into the demographic you’ve filtered.
  • IMPROVEMENTS:
    • A client’s Most Recent Enrollment is used to de-duplicate client counts for the following fields: destinations, prior residences, clients in housing, returns to homelessness, and income metrics
      • The formula for Most Recent Enrollment has been improved to ensure that the enrollment only includes active enrollments that are most recent for a distinct client
    •  Update to Previous Exit Date calculation
      • This field is used to calculate Returns to Homelessness. In V4 it was based on “successful” placements rather than exits to a “permanent” destination. This needed to change because instances where a client exits from SO to ES would be considered “successful” but should not be taken into account when trying to determine returns to homelessness. This field now only counts for permanent destinations for all project types.

    • Removed ability to filter by project, due to client-level de-duplicated data be based on each client’s most recent enrollment to the system and therefore not accurate to an individual projects based on HUD business logic.
