How do I interpret the Capacity Utilization Chart on the Data Quality Scorecard?

Capacity Utilization Reports chart the active clients according to bed services and program enrollments against the total number of beds in the program according to the HUD Housing Inventory Chart (HIC) data.

  • The green line represents the number of beds in inventory.
  • The blue area represents the number of client enrollments/episodes.
  • The black line represents the number of active bed services.

If either the green or blue line (enrollments or bed services) is above the red line (bed capacity) it indicates that either the program is operating in overflow conditions or there is an issue with staff neglecting to exit out clients when they leave. Flat green or blue lines tend to indicate a lack of data entry with perhaps the exception of permanent housing programs where there may not be any/much activity.
